ASEAN–Japan Good Practice Seminar on Intellectual Property 2025 (‘Tokyo Seminar’)

The rapid expansion of e-commerce and digital platforms has transformed trade and consumer behaviour across ASEAN, creating new opportunities for economic growth while intensifying regulatory challenges, particularly in the protection and enforcement of trademark rights. The inherently borderless nature of the internet complicates jurisdictional determination, infringer identification, and effective enforcement against counterfeit goods sold online.

This report presents the outcomes of the ASEAN–Japan Good Practice Seminar on Intellectual Property held in Tokyo in October 2025 (the 'Tokyo Seminar'), which brought together experts from ten ASEAN Member States, Timor-Leste, and Japan. Building on the Jakarta Seminar of December 2024, the Tokyo Seminar advanced regional dialogue on trademark infringement litigation and enforcement in digital marketplaces.

The report has three objectives: to identify and compare national approaches to addressing online IP infringement; to synthesise shared challenges across participating countries; and to distil policy recommendations that reflect both regional priorities and global developments in digital IP enforcement. Together, these objectives aim to strengthen regional co-operation, deepen mutual understanding, and support greater convergence in IP enforcement practices in line with broader ASEAN IP initiatives.
