Southeast Asia’s startup ecosystem is expanding rapidly, yet persistent cross-border frictions continue to constrain growth. Despite ASEAN’s progress in digital and trade integration, startups still face structural barriers that limit their ability to scale beyond domestic markets.
Findings from the pre-survey and focus group discussions (FGDs) with governments, investors, startups, and ecosystem enablers identify four recurring challenges: regulatory fragmentation, market entry hurdles, commercial misalignment, and investment constraints. Together, these barriers contribute to a broader pattern of funding slowdowns, innovation gaps, and low cross-border readiness, undermining startup survival, investor confidence, and the region’s overall innovation competitiveness.
To address these challenges, the white paper proposes three integrated strategic directions grounded in empirical evidence: establishing a standing coordination body to harmonise key startup regulations across ASEAN; building a structured system for partner verification, mentorship, and capacity building; and launching a unified data platform to track market trends, consumer readiness, and cost structures across ASEAN markets.
The white paper also outlines how ATLAS can operationalise these strategic directions into a long-term mechanism that bridges regulation, partnerships, and market intelligence across Southeast Asia.
