ERIA Supports Costing and Financing Framework for Indonesia’s National Action Plan on Health Security


Jakarta, 18 June 2026: Indonesia’s Ministry of Health (MoH), with support from the World Health Organization (WHO) Country Office Indonesia and the Pandemic Fund, convened a 2-day dissemination meeting on 17–18 June 2026 to launch the National Action Plan on Health Security (NAPHS) 2025–2029 and discuss its implementation, monitoring, and evaluation.

The NAPHS provides Indonesia’s strategic framework for strengthening national capacities to prevent, detect, and respond to public health threats. Representatives from government ministries, agencies, and partner institutions attended the meeting to support the implementation of the action plan over the next 5 years.

Since 2024, ERIA has supported the development of the NAPHS by providing research and analysis on the costing and budgeting requirements for its implementation. This work has helped inform evidence-based financing and resource mobilisation strategies to support priority health security interventions.

Opening the meeting, Dr Mirza Irwanda, Chair of the Organising Committee, outlined the development process of the NAPHS and highlighted the importance of strengthening inter-agency collaboration to ensure effective implementation.

Representing the Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK), Dr Nancy Dian Anggraeni emphasised the importance of governance, cross-sectoral co-ordination, and regular reporting in strengthening Indonesia’s health security architecture. She also highlighted Indonesia’s contributions to global health security initiatives, including the International Health Regulations (IHR) discussions and One Health co-operation.

Director of Surveillance and Health Quarantine Dr Sumarjaya described the NAPHS as a key framework for strengthening collaboration across institutions to improve disease prevention, detection, and response capacities. He noted that the plan aligns closely with Indonesia’s National Health Strategic Plan and supports broader health system transformation efforts.

A key session focused on health security financing and implementation. ERIA’s NAPHS Consultant, Dr Tri Mulyaningsih, presented the estimated budget requirements for the NAPHS 2025–2029. She outlined the costing methodology and highlighted that preventive interventions, particularly immunisation programmes, account for the largest share of projected expenditures, followed by investments in laboratory systems and cross-border health security measures.

Dr Tri underscored the importance of sustained financial commitment and strong collaboration amongst stakeholders to ensure successful implementation of the action plan.

Throughout the meeting, participants discussed a wide range of health security priorities, including antimicrobial resistance, laboratory systems, biosafety and biosecurity, workforce development, food safety, emergency preparedness and response, surveillance, zoonotic diseases, immunisation, and infection prevention and control.

The meeting concluded with a discussion on monitoring and follow-up actions. Participants reaffirmed the importance of continued collaboration across sectors to strengthen Indonesia’s preparedness for future health threats and support the successful implementation of the NAPHS 2025–2029.
