Electric Vehicles in ASEAN: Total Cost of Ownership, Externalities, and Sustainable Strategies
Project Overview
This study aims to assess the following aspects of EVs in ASEAN:
- Total cost of ownership
- Potential global warming impacts
- Potential environmental impacts
The study will cover not only the operation, fuelling, manufacturing, and scrapping of electric vehicles, but also the deployment of charging infrastructure and battery production – including critical mineral extraction, processing, recycling, repurposing, and waste management once batteries reach their end of life. The study will cover the Association of Southeast Asian Nations (ASEAN) region and will focus on both electric cars and powered two-wheelers (e-motorbikes).
The study will provide policymakers in ASEAN with policy recommendations on EV penetration that take into account: the full life cycle of batteries and electric vehicles, including their climate and environmental externalities when promoting EV adoption as a means of mitigating climate change, addressing environmental challenges, and boosting the automotive industry; and the total cost of ownership (including externalities) when designing policies to subsidise EVs.
