ADB-METI-ERIA Joint Paper Decarbonising Southeast Asia’s Hard-to-abate and High-emitting Sectors: Transition Finance, Technologies, and Policy Approaches
Project Overview
ADB-ERIA-METI signed a Memorandum of Cooperation (MOC) in August 2024 to collaborate on technology and transition finance for whole-of-economy transitions in Asia. The collaboration aims to foster an avenue for knowledge-building on key technological innovations and financing modalities, to tailor transition finance schemes for countries in the region, identify potential collaboration opportunities, and to develop a comprehensive regional action plan in pursuit of a just energy transition that balances climate change mitigation and economic growth.
The joint paper is the first-step to encourage partnerships and real-world solutions to accelerate at-scale execution of energy transition transactions. This joint paper explores scalable financing mechanisms and critical policy unlocks in Southeast Asia towards achieving a sustainable energy transition. The paper highlights the urgency of decarbonisation, key challenges impeding progress, and necessary policy actions to enable large-scale execution. It emphasises financial, technical, and policy-related barriers while outlining strategies to mobilise investment, enhance technology adoption, and foster regional collaboration.
